Sorry for this very late answer. I don't have any specific reason to choose 0.95. If you mean outliers by saying "finding values" , choosing 0.99 will give you a narrow limit that you can consider more points as an outlier which are closer to center.

Yes it is possible to extend it for more than 2 dimensions.
